UPDATES TO THE ECONOMIC AND TAX REGIME FOR USE OF THE INFRASTRUCTURE
2025 NETWORK STATEMENT
The mandatory incorporation of the Regulation for determining railroad charges has been established, adapting and updating the contents referring to these in Chapters 5 and 7.
2026 NETWORK STATEMENT
The 2026 Network Statement incorporates the new structure and contents introduced in Article 97 of Law 38/2015, on the Railway Sector, through Law 26/2022, of December 19. However, the fee amounts that will be incorporated once the corresponding Regulation has been approved are not included, in accordance with Article 100 of Law 38/2025 on the Railway Sector.
2025 AND 2026 NETWORK STATEMENTS
Service Facilities.-
It includes the new structure and contents introduced in Article 98 of Law 38/2015 of the Railway Sector for the fees for the use of service facilities owned and managed exclusively by the General Infrastructure Managers, through Law 26/2022, of December 19. In addition, the prices for the provision of some basic, complementary and auxiliary services have been modified.
OTHER UPDATES
2025 - 2026 NETWORK STATEMENTS
Capacity allocation, in Chapter 4, updates have been established regarding the content of the sections: 4.3. "Time Restrictions", defining deadlines and information for applicants; in 4.4. "Framework Agreements" incorporating the following procedures as subsections: 4.4.1. Procedure for processing Framework Agreement applications for the Awarding of Capacity; and 4.4.2. Procedure for annually reviewing the degree of compliance with the Capacity Framework Agreements; and in 4.5. "Capacity Allocation Procedure", to define the scope of the capacity studies, the procedure for their application and the information required from the Railway Undertakings for their implementation.
Maps, these have also been updated with the changes made to the infrastructure.
11th 2025 NETWORK STATEMENT UPDATE. 14 JULY 2025 VERSION
Chapter 5, Section 5.5, has been updated. Complementary Services and Prices, SC-2 SUPPLY OF TRACTION CURRENT, to incorporate a greater level of detail regarding the reconciliation energy term in the sections corresponding to the invoice calculation. Likewise, the publications section is updated to incorporate the difference between ex ante ratios and ex post ratios and, consequently, Catalogue 5 is updated so that the latter are incorporated each month as an additional chapter in the catalogue.
10th 2025 NETWORK STATEMENT UPDATE. 13 JUNE 2025 VERSION
The following contents have been updated: • Section 1.6 Directory. • Section 4.5.1 SATURATION INDEX FOR THE COORDINATED STATIONS (DATA AS OF MARCH 2025) • Annex G, Average Capacity of the Main Lines with data as of March 2025.

The ADIF - Alta Velocidad Board of Directors, in the exercise of the powers conferred upon it, at its meeting held on 30 September 2024, has approved, following the opinion of the Council of State, the Regulations for determining railway fees, which have been published in the BOE No. 260 of 28 October 2024, coming into force on 1 November 2024, and incorporated into this Network Statement.
6th Update of the 2025 Network Statement 29 October 2024 edition
The preliminary information corresponding to the 2nd Framework Capacity offer has been incorporated into Chapter 8 (ANNEXES) as a new Annex, M.
5th Update of the 2025 Network Statement 1 August 2024 edition
The Presidency Instruction dated July 30, 2024 has been incorporated into Chapter 4 Capacity Allocation, Section 4.5 Capacity Allocation Procedure, as well as in Chapter 7 Service Facilities, Section 7.1 Introduction, by which, in accordance with the provisions of Article 7, Section 2 of Commission Implementing Regulation (EU) 2017/2177 of 22 November 2017 on access to service facilities and related railway services, during the process of preparing the service hours, the capacity manager must cooperate with the service facility manager and the rest of the competent areas to verify whether there is sufficient capacity in the affected service facilities to allow the provision of services at stations with total security for its users, as well as with established quality levels.
4th Update of the 2025 Network Statement 31 May 2024 Edition
The updated schedule of the ASFA system has been incorporated into Chapter 2 Facilities, Section 2.3.13 Train Control and Protection Systems, for the compatibility of the versions implemented in the on-board equipment with the functionality deployed on the track, pursuant to AESF Technical Recommendation 3/2024.
3rd Update of the 2025 Network Statement 11 April 2024 Edition
The Board of Directors of the EPE ADIF Alta Velocidad in its session of 21 March, 2024, agreed to declare as congested the section from Madrid-Jardín Botánico to the Atocha Bifurcation Tunnel/AG Km 7,740 (Madrid-Jardín Botánico-B.S. Ch-Atocha Tunnel/AG Km 7,740). Consequently, Chapter 4, page 101 has been updated.

The Nominative Classification of Stations in force since January 2024, included in Chapter 7, has been updated in accordance with Article 98.5 of the Railway Sector Act.

The principles of the request coordination procedure and the prioritization criteria to be used to allocate capacity during the 2025-2026 service schedule have been incorporated into Chapter 4, Capacity Allocation, Section 4.5, Capacity Allocation Procedure. In line with the new developments in the procedure, Annex J, Dispute Resolution Procedure, included in Chapter 8, has been updated. Similarly, the changes introduced into Chapter 7, Section 7.1 Introduction, to refer to the new procedure. Furthermore, the list of the most significant actions in progress and project drafting has been included in Chapter 2 Infrastructure, Section 2.6.1 Infrastructure Development – Planned Actions. The following content has also been updated: • Section 1.6 Directory. • Annex G, Average Capacity of the Main Lines with data as of March 2025.
