Network Statement

The "Network Statement" (hereinafter DR) is the document that sets out the characteristics of the infrastructure made available to the railway companies and applicants and contains information on the conditions of access to this, as well as on the conditions of access to the service facilities and the provision of services in said facilities and the information required to make use of access rights, so as to ensure transparency and non-discriminatory access to railway infrastructure for all applicants requesting capacity to provide rail transport services.

It also details the general rules, timeframes, procedures and criteria relating to fee systems and capacity allocation, together with the information required to process an infrastructure capacity request.

In accordance with Art. 32.2 of Act 38/2015 for the Railway Sector, this update of the 2026 Network Statement has undergone the mandatory consultation procedure; and was approved by the Board of Directors of the public corporation ADIF - Alta Velocidad, at their meeting held on November 27, 2025.

2026 Network Statement

The 2026 Network Statement has been modified to incorporate the relevant changes included in the update of the 2027 Network Statement, specifically in chapters 2 and 4, as well as in the Model Framework Agreement for capacity reservation (Annex I). Additionally, as a consequence of the approval of the Regulation for determining ADIF-Alta Velocidad railway fees, approved by its Board of Directors at the meeting held on October 28, 2025, relevant changes have been introduced into Chapters 5 and 7 of the 2026 Network Statement.

2027 Network Statement

This has been updated for the 2027 financial year, including the 2026/2027 Service Timetable, pursuant to the provisions of Order FOM/897/2005 of 7 April, regarding the network statement and the railway capacity allocation process.
Significant changes have also been introduced into some chapters of the 2027 Network Statement, specifically Chapters 2, 4, 5 and 7.

PISERVI

PISERVI facilitates access to information on the technical characteristics of the service facilities and allows access to the DESCRIPTION SHEETS for the service facilities: freight terminals, passenger stations, maintenance facilities, private loading facilities, gauge changers, etc., by means of selective searches based on criteria such as: geographical location, type of facility, type of service, etc., which facilitates the planning of rail services by railway companies and other logistics operators.
It also features an interactive map of the General Interest Railway Network (Red Ferroviaria de Interés General; RFIG) with the capacity to combine different search criteria. In this case, the facilities resulting from the searches will be represented on the map viewer and it will be possible to select and view their Descriptive Sheet. Access to PISERVI

Main modifications incorporated in the 2026-2027 Network Statements

2026 NETWORK STATEMENT

The mandatory incorporation of the Regulation for determining railroad charges has been established, adapting and updating the contents referring to these in Chapters 5 and 7.

2026 - 2027 NETWORK STATEMENT

The Network Statements (NS) set out the structure and contents introduced in Article 97 of Law 38/2015, of the Railway Sector, without including the amounts of the fees that will be incorporated once the corresponding Regulation is approved, in accordance with Article 100 of Law 38/2025 of the Railway Sector.

The complementary service CS-2 Traction power supply, defined in chapter 5, Complementary Services and Prices, incorporates the billing method with On-Board Measurement in electrified network in direct current (Conventional and RAM), following the same billing method used in the alternating current network. The loss coefficient, currently published, remains at 7%, and an Embedded Measures Bonus of 5% is maintained for all networks, the same as the initial figure and that in force for Alternating Current Electrified Lines.

The procedure/models for registering electrical units in billing with on-board metering are updated.

2027 NETWORK STATEMENT

The 2027 NS sets out the structure and contents introduced in Article 97 of Law 38/2015, of the Railway Sector, without including the amounts of the fees that will be incorporated once the corresponding Regulation is approved, in accordance with Article 100 of Law 38/2025 of the Railway Sector.

In Chapter 5, Complementary Services and Prices, the service provision prices have been modified for CS-1 Exceptional Transport.

Service Facilities.-

This includes the structure and contents introduced in Article 98 of Law 38/2015 of the Railway Sector, Chapter II, railway fees and prices derived from the use of service facilities owned and managed exclusively by the General Infrastructure Administrators.
In addition, the prices for the provision of some basic, complementary and auxiliary services have been modified.
2026 - 2027 NETWORK STATEMENTS

Capacity allocation, in Chapter 4, updates have been established regarding the content of the sections: 4.4.1. Procedure for processing Framework Agreement applications for the Awarding of Capacity; and 4.4.2. Procedure for applying the compensation and penalties provided for in the Capacity Framework Agreements; new headings are created: 4.4.2.1. Evaluating compliance with service hours and 4.4.2.2. Applying compensation and penalties in the event of modification or termination of the Framework Agreement, in accordance with the preparatory needs for the 2nd Framework Capacity offer and taking into account the conclusions set out in the report issued by the CNMC “Agreement by which a report is issued relating to the Network Declarations for 2026 and 2027 of Adif and ADIF - High Speed” (File STP/DTSP/069/25). In this regard, a new model Framework Agreement for capacity reservation is included in Annex I.

4.9. TTR for smart Capacity Management: The following sections are modified: 4.9.1. TTR Objectives; 4.9.2. Process factors; 4.9.3. Implementation; 4.9.3.2. Capacity model and capacity distribution, in line with the progress made in the development of the project by Rail Net Europe.

Maps, these have also been updated with the changes made to the infrastructure.

The ADIF - Alta Velocidad Board of Directors, in the exercise of the powers conferred upon it, at its meeting held on 28 October, 2025, approved, following the opinion of the Council of State, the Regulations for determining railway fees, which were published in BOE No. 283 of 25 November, 2025, and which came into force on 1 December 2025. It has been incorporated into this Network Statement.
The ADIF - Alta Velocidad Board of Directors, in the exercise of the powers conferred upon it, at its meeting held on 28 October, 2025, approved, following the opinion of the Council of State, the Regulations for determining railway fees, which were published in BOE No. 283 of 25 November, 2025, and which came into force on 1 December 2025. It has been incorporated into this Network Statement.
Chapter 5, Section 5.5, has been updated. Complementary Services and Prices, SC-2 SUPPLY OF TRACTION CURRENT, to incorporate a greater level of detail regarding the reconciliation energy term in the sections corresponding to the invoice calculation.
The principles of the request coordination procedure and the prioritization criteria to be used to allocate capacity during the 2025-2026 service schedule have been incorporated into Chapter 4, Capacity Allocation, Section 4.5, Capacity Allocation Procedure.
In line with the new developments in the procedure, Annex J, Dispute Resolution Procedure, included in Chapter 8, has been updated.
Similarly, the changes introduced into Chapter 7, Section 7.1 Introduction, to refer to the new procedure.
Furthermore, the list of the most significant actions in progress and project drafting has been included in Chapter 2 Infrastructure, Section 2.6.1 Infrastructure Development – Planned Actions.
The following content has also been updated:

• Section 1.6 Directory. • Annex G, Average Capacity of the Main Lines with data as of March 2025.
- The Nominative Classification of Stations in force since January 2025, included in Chapter 7, has been updated in accordance with Article 98.5 of the Railway Sector Act.
- Update of Section 4.5. Capacity Allocation Procedure with the saturation rates for Coordinated Stations, as of December 31, 2024.
- Update to: Section 5.8 Incentive System with the 2024 close of year information; data tables in Section 1.2.2. Key Figures; and Section 2.6.2 Update of assets, as of 31 December, 2024.
- Annexes modified: B - International track catalogues, D - Reference documentation, F - General Interest Railway Network (Red Ferroviaria de Interés General; RFIG) catalogue of axes and lines, G - Average capacity of the main lines, and H - Classification of lines by type.
- The RFIG maps have been updated with the latest changes that have occurred in the ADIF -Alta Velocity infrastructure.
