Actions
In the period 2021-2027, the European Regional Development Fund (ERDF) is expected to provide aid of 566.71 million euros through the Spanish Pluriregional Operational Plan 2021-2027, within the following Political Objectives, Priorities and Specific Objectives:
Priority P 3.A Mobility:
- OE.3.1. The development of a TEN-T resistant to climate change, that is smart, safe, sustainable and intermodal.
Under this Specific Objective, Adif AV has defined the following actions:
- actions comprising the construction of new rail infrastructure, as well as actions for the reconstruction and modernization of existing lines in the TEN-T rail corridors (Mediterranean Corridor and Atlantic Corridor) in less developed regions and regions in transition. These are mainly rail actions related to freight transport, since all the proposed actions, with the exception of the phase involving the major Madrid-Seville high-speed rail project programmed in the Spanish Pluriregional ERDF Operational Program 14-20, are carried out on mixed traffic lines.
- 14-20 action phases: the Multiregional ERDF Program 21-27 is expected to finance the phase of projects included in the Spanish Pluriregional ERDF Operational Program in the 14-20 programming period, either for mixed traffic or exclusively for passenger traffic.
- New actions 21-27: actions are programmed in both rail corridors of the TEN-T core network, the Mediterranean Corridor and the Atlantic Corridor: The actions will be of the following types: platform, infrastructure and track works, superstructure, electrification, communication, signaling and safety installations and actions to adapt to UIC gauge, as well as actions in stations and actions resulting from the urban integration of the railway, excluding those that have functionalities not related to the provision of rail service. The ERTMS and track gauge adaptation actions included in the program contribute to Spain's compliance with the ERTMS Deployment Plan and guarantee interoperability in the Spanish rail network, respectively, in accordance with criterion 5 of Enabling Condition 3.1.
The type of action relating to the development of rail infrastructure of TEN-T core network corridors have been assessed as being compatible with the DNSH principle in accordance with the technical guidelines for applying the DNSH principle (developed within the framework of the Recovery and Resilience Facility).
The European Regional Development Fund (ERDF) may co-finance the costs of actions under these Specific Objectives set out in Regulation (EU) 2021/1058 of the European Parliament and of the Council of 24 June, 2021, which are carried out within the eligibility period between January , 2021, and December 31, 2029, in accordance with the n+2 rule.
