Title
Adif Alta Velocidad (Adif High Speed) is a state-run legal entity within the Ministry of Transport, Mobility and Urban Agenda with its own assets and legal capacity. It came about after Adif split into two entities.Its responsibilities include the areas of construction and administration of some high-speed railway infrastructures, and other infrastructures and functions, high-speed stations business, and telecommunications and energy activities.
Adif was split into two entities based on their respective main activity and the significant differences they present from a technical, economic and financing point of view. This was approved by Royal Decree-Law 15/2013 of 13 December, on restructuring the public business entity "Administrador de Infraestructuras Ferroviarias" (ADIF) and other urgent economic measures.
The main criteria for the split are as follows: to further rationalise the terms of national competence, to achieve maximum service efficiency in a scenario of progressive liberalisation and to achieve budgetary stability.
Thus, the main objective of the split is to comply with the modifications made by the European System of Accounts (ESA 2010) and the new accounting criteria established therein.
